Institutional mechanisms
In order to develop a consistent policy area, political obligations must be accompanied with effective arbitration mechanisms.12 There are three separate structures that could act to enhance horizontal consistency in this area: the European Council, COREPER and the Counter-terror Coordinator.
The European Council, placed at the top of the Unionâs institutional structure and endowed with the greatest political power, can act to set priorities for action for the short and medium term that can strengthen the political relevance of a specific policy sector. In addition, the European Council, with its declarations in the aftermath of the 9/11 and Madrid attacks, has offered some broad political guidelines and has exercised pressure on their Justice and Interior ministers to accelerate the implementation of the measures taken in this area.
COREPER as orchestrators of the Council of Ministers meetings and administratively placed above the pillar division is well placed theoretically to ensure programmatic coordination, or at least impede conflict between specific measures.
Finally, the Counter-terror Coordinator has in its remit to ensure coordination within the Council working groups and also draws the Action Plan, which places them in a good position to ensure a synergetic relationship between the individual meso policies constituting counter-terrorism.
It must also be noted that in the self-contained area of counter-terror intelligence analysis, SitCen can act as a node where information from national internal and external intelligence services, other EU agencies and external actors (i.e. the CTG) is merged in its Counterterrorism Unit. This fusing of non-operational intelligence streamlines and assists in bridging the gap between the internal and external assessments of the threat.13
